1) Commissioner Born called the meeting to order at 15:03 / Pledge of Allegiance led by Commissioner Satran-Loudin.
2) Public Comments –None
3) Accounts Payable were read and a motion was made by Commissioner Satran-Loudin to Accept and Approve Accounts Payable Warrants #115667 – 11714, approve the Meeting Minutes from the March 11, 2025 meeting, Approving the Petty Cash of $250.00. The Cash Drawer of $200.00. Commissioner Born seconded the motion. Commissioner Born verified before today’s meeting. Commissioner Born called for the vote.
Motion Carried 2 Ayes 1 Absent and 0 Nays
4) Business to be Completed:
Letter to WA State Senator Drew MacEwan in support of the PWTF and protecting that funding and reimbursements for fish passage construction so as to not place undo burden on Districts in Washington State.
Both Commissioner Born and Commissioner Satran-Loudin signed as well as GM Webb. He will send this to Senator MacEwan and his aide.
All reservations and registrations are in place for the spring conference.
5) Manager Update:
Olympic View Development
We should be placing a meter within the next week at the first building (bldg. K) and probably be about a month until the next one. They have the DEA paperwork for the lower building on the other side of the road. And we are waiting for that as well as the revised plans and fees so we can get this project moving forward.
Well 6 Project
Nothing New here.
Overton and Associates
They have purchased a Water Adequacy for the first 99 homes in the new development up by the high tank, there will be a total of 269 homes when this is fully developed out. Should be receiving plans and paperwork late spring or early summer on this, they have all the paperwork and fee schedule for the DEA agreement as well.
Romance Hill Booster Station
The replacement skid has been delayed due to pump availability, it will possibly show up here mid-May to early June, Calvert technical will receive the skid and is the installer.
Romance Hill Property
The updated easement and property survey is at the attorney’s office so we will be meeting with the attorney to go over the contract tomorrow in Shelton.
Rasor Road Property
Meeting with the attorney to go over the contract to present to Goodson for signature.
In House Projects
State Audit should be wrapped up this week or next, then we will schedule the exit conference. Webb has sent all reports to the accountant for filing the annual report, it is due by the end of May. Freeman is leading the DEA standards and specifications drawings and manual update, the lower shop is started and progressing, should be finished fairly soon we are doing a emergency service line replacement on OBH. We will be continuing on our service area boundaries as well, trying to do most if not all of this without involving engineers and adding costs. And preparing the USDA annual report paperwork and submitting that hopefully soon.
The Board was asked if we could donate some of our used sample stations to local districts nearby as there is no real used value in them and the salvage value would likely be under 25 to 30 dollars. Commissioner Satran-Loudin said that was exactly what she was thinking, districts like Trails end and Port of Allyn etc. could use them with a little work and some paint if they wanted to they would have some sample stations. Commissioner Satran-Loudin motioned to allow us to donate our used sample stations as we remove them (over time) and install our new sample stations. Commissioner Born seconded the Motion and called for the vote.

Maintenance and Operations –
James Freeman to report. (See attached Report for complete list)
Mason County Water Group- Alex and Jim working hard on preparing this for launch, presented the board with the letter they are sending out to potential members.
Swift Comply, will be giving us a discount for our contracts for three years.
We are currently tracking 130+ backflow assemblies and have at least 5-6 in the wings currently, with several more to get installed and current. Alex is doing big work there and doing well keeping this moving ahead. Will likely have in excess of 150-160 backflows when caught up.
Will be roofing the existing side of the shop; rot was found in the process of constructing the new covered area.
Looking at the increased settling in the office area, particularly the boardroom. Will try and stabilize the foundation at some point.
Leak was called in last week on Friday at 3:30, lines underneath OBH possibly leaking, will have Pape and Sons do a push to correctly install two new service lines to replace leaking lines.
Showed board photos of the new sample stations installed at Well 4.

All commissioners expressed their appreciation for the work being done for the district. Commissioner Born “Great Job, keep it up, place looks better all the time. Thank you!”. Commissioner Satran-Loudin agreed and said for all to “Keep doing a good job, appreciate the work”.
