1)     Commissioner Born called the meeting to order at 15:00 / Pledge of Allegiance led by Commissioner Satran-Loudin.

                                

2)     Public Comments –none

 

3)     Accounts Payable were read and a motion was made by Commissioner Pope to Accept and Approve Accounts Payable Warrants #10889-10922. Commissioner Satran-Loudin 2nd the Motion. Commissioner Born called for the vote. 

 

Motion Carried 3 Ayes 0 Absent and 0 Nays

 

4)      A Motion was made by Commissioner Satran-Loudin to approve the Meeting Minutes from the December 12th, 2023, meeting. The Motion was 2nd by Commissioner Pope. Commissioner Born called for the vote.

 

Motion Carried 3 Ayes 0 Absent and 0 Nays

 

5)     Petty Cash is $250.00. The Cash Drawer is $200.00. Commissioners Born & Satran-Loudin verified before today’s meeting. Commissioner Born read and Commissioner Satran-Loudin motioned to Accept and Approve Petty Cash & Cash Drawers as shown on the agenda. Motion 2nd by Commissioner Pope. Commissioner Born called for the vote.

6)     Business to be Completed:

 

Commissioner Pope Made a Motion to leave the board positions as they are for the 2024 calendar year.

Commissioner Satran-Loudin seconded the motion, Commissioner Born called for the vote.

The Board swore in the returning officers, Born and Pope signed and notarized the affidavits for Mason County.

7)     Manager Update:

 

Olympic Ridge, Olympic View development

Legal counsel has notified the bond company, and we are following the bankruptcy proceedings closely.  We will likely need to file with the bankruptcy court as well as the bond company, so the attorney is monitoring the situation and any correspondence received here is being forwarded immediately.  Currently seeking bids to complete the work and repair the damages.  Will also include attorney fees etc.

 

CEDS Project Funding

 

Generator Project

Romance Hill is being prepped for the cut in from PUD 3, then will schedule with Tacoma Diesel for startup and testing. Once this one is done Well 4 will be next for the same process.  Still expecting delivery of the office Generator around March of 2024.

 

Well 6 Project

They have started to install the 12” pipe, the goal is to get the 12” down to 700’ which has been the target all along, hopefully by the 19th.  There is the possibility that some funding coming back in from selected projects that have not been completed or are not happening now could be re-allocated to us for our well project.  Will continue to pursue all options and opportunities.  Monies should be available around April-June.

Romance Hill Booster Station

Waiting on a map the clearly shows lines from the surveyor and NL Olsons office.    

 

39 Acres

DNR would like us to have a couple of slopes re-evaluated by a Geotech for stability, our permit is currently withdrawn, should we pursue this evaluation so we can hopefully get our permit filed and approved.  After all we have worked through in regard to the State and the tribes if we can get the permit it is good for a three-year window of time and if that window gets close to expiration it could likely be extended by refiling and paying the permit fee again, without having to jump through all these hoops again.  If it does not get approved after this evaluation, then we can decide if there is any need to pursue further.  If it is approved, we can take our time and wait for the market to improve before we put it out for bids and harvest any timber.  The board agreed to continue with the evaluation and see how that goes.

 

MTA Billing

Working MTA and Mason County Parks Dept. hoping to have this wrapped up this week. Should be resolved this month.

9)     Commissioners Comments:

The board thanked staff for all their hard work, commissioner Satran-Loudin said “great job, Commissioner Pope said we are building respect and has had nothing but great comments from the public, Commissioner Born said thanks for working so diligently through the cold snap and taking care of our customers.  Commissioners would like to see the vacuum work at some point.
