1)     Commissioner Born called the meeting to order at 15:04 / Pledge of Allegiance led by Commissioner Born.

2)     Public Comments –None

 3)     Accounts Payable were read and a motion was made by Commissioner Pope to Accept and Approve Accounts Payable Warrants #11559 – 11607, approve the Meeting Minutes from the January 14, 2025 meeting, Approving the Petty Cash of $250.00. The Cash Drawer of $200.00. Commissioner Satran-Loudin seconded the motion.  Commissioner Born verified before today’s meeting. Commissioner Born called for the vote. 

 Motion Carried 3 Ayes 0 Absent and 0 Nays

 

4)     Business to be Completed:

5)     Manager Update:

 Olympic View Development

 Still waiting for the first meter request, will allow two meters to be installed but before the final two the grade and final finish needs to happen and get the project accepted and bond in place for maintenance.  They are planning to go ahead with building the final apartment above the Post Office, they have been told multiple times that this part will require new plans and a DEA agreement specifically for this part.  It was not included in the other project by the District, but removed so we could get the other side finished and accepted.  They have the DEA paperwork, and we are waiting for that as well as the revised plans and fees so we can get this project moving forward.

 

Well 6 Project

 Nothing New here.

 

Overton and Associates

 They have purchased a Water Adequacy for the first 99 homes in the new development up by the high tank, there will be a total of 269 homes when this is fully developed out.  Should be receiving plans and paperwork late spring early summer on this, they have all the paperwork and fee schedule for the DEA agreement as well.

 

Romance Hill Booster Station

 The replacement skid has been ordered and we are waiting on the skid to ship, Calvert technical will receive the skid and is the installer.  The updated easement and property survey is at the attorneys office so will be checking on the contract this week.

 

Rasor Road Property

 Waiting on the attorney to write the contract to present to Goodson for signature. 

 In House Projects

State Audit should be wrapped up soon, Commissioner Pope stated that it is good for them to keep us honest and in the right direction as we grow.  Freeman is leading the DEA standards and specifications drawings and manual update, the lower shop is started and progressing, but we needed a plan amendment which we filed last week after getting the engineer and the contractor together, hopefully we will receive that back this week.  The engineer is also working on the upper shop plans so we have the information together for budgeting.  We are progressing on our service area boundaries as well, trying to do most if not all of this without involving engineers and adding costs.  Getting the reports and balanced schedules together for the state annual report sent to Tara Dunford to complete and file with the state and preparing the USDA annual report paperwork and submitting that hopefully soon.

 

Commissioner Pope said we should get together and come up with a plan/policy for expansion into Kitsap County  Webb explained a phone call had between he and Freeman and the engineer from the City of Bremerton and that under no circumstances were we to extend into Kitsap County as Bremerton has already invested in the engineering and that is an area that they intend to serve.  If a developer wants to be in that area, then they need to speak to Bremerton and if they get approval for us to serve them then we can work with that.  Freeman explained the boundaries we are seeking to the board and showed them on a map.  Commissioner Satran-Loudin said as we go through the process “We should agree together”  The board will be kept informed as we move forward.

 Maintenance and Operations

Mason County Water Group- both Pope and Born will contribute if needed to get the account started, James stated that both he and Webb had already contributed.  Commissioner Born mentioned that we needed more lights around the lower shop, can’t see the trucks where they are being parked during the lower shop work.  James mentioned that the Vactor and the 1 ton are inside locked up but he would make adjustments.  James explained to the board the changes to the shop addition and why it was necessary.  Installed our first new sample station at well 4, still need to pour the slab around the bottom.  Informed the board of the accident with the new truck in which he was hit in the low income apartment parking lot and the subsequent repairs to the truck.  Does not want us driving around in crashed trucks, board agreed.  Reported on fence getting cut at Well 4 and temporary patch and nothing appears to be missing or damaged in any way other than the fence, working with Calvert we can hopefully get cameras at our well sites very soon.  Commissioner Pope agreed that we should have cameras at the well sites.

 

New Business:

9)     Commissioner’s Comments:

 All commissioners expressed their appreciation for the work being done for the district.  Commissioner Born “Great Job, keep it up, everything seems to be going quite well,Thank you!”.  Commissioner Pope said he is happy with what we are doing and keep up the good work.  Remarked that when he “pulls into the office it is pleasant and clean, only good things to say”.  Commissioner Satran-Loudin agreed and added that she is getting air in her water at her house on OBH, James said he would look into it and let her know.
